Background

Energy is one of the key enablers of Somaliland’s Vision 2030 and the Big 4 Agenda development programs. Somaliland treats energy security as a matter of national priority. The Somaliland: National Development Plan III (2023-2027) identifies energy as the country’s driver into “a newly-industrializing, middle-income economy, providing a high quality of life to all its citizens in a clean and secure environment.” Somaliland considers access to competitively priced, reliable, quality, safe and sustainable energy as an essential ingredient for the country’s social –economic development.

Our Mission

To promote and coordinate the development of Somaliland’s energy resources to provide affordable, sustainable, reliable, safe and adequate supply of energy for its people to support enhanced social and economic development.

Vision

To establish a sustainable and resilient energy sector that drives economic growth, enhances energy access, and promotes environmental stewardship in Somaliland.

Functions and Objectives

  1. Develop and implement strategies, policies and regulation to promote increased affordable power generation and distribution by the private and public sector.
  2. To oversight and collaboration with Somaliland Energy Regulatory Commission (SEC) of electricity service delivery by ensuring consumers have access to safe, affordable and reliable electricity supply.
  3. Promote country’s renewable energy mix ratio by harnessing renewable resources such wind Solar, Geothermal etc.

Completed

  • The Energy Security and Resource Efficiency in Somaliland Project (ESRES) which was approximately GBP 20 million, funded the United Kingdom is one of the main renewable energy projects implemented in Somaliland (2015 – 2020).
  • The Somali Electricity Access Project (SEAP): A USD2.6 million clean energy investments and technical assistance programme in Somaliland funded by the World Bank Group. The Project Objective is to expand access to electricity in targeted rural and peri-urban communities in Somaliland March 2023 completed.
  • Berbera Solar Project funded by UAE. MoEM implemented solar project of 7MW funded by UAE. With Fund of USD7M this project was completed in 2021
  • ISTAND PROJECT : is USD 2.6 M of renewable investment funded by NIS Foundation  

 

Ongoing projects

  • Somaliland Electricity Recovery Project. The Government of Somaliland has secured a USD50 million grant from the World Bank to implement the Somaliland Electricity Sector Recovery Project (SESRP).
  • Project for Social, Political and Environmental Resilience in Somaliland (PROSPERIS) founded by NIS foundation is expected to be started this year with the fund of 1.6 million on Renewable Energy Electrification in Eastern Regions of country.
  • African Mini Grid Project
  • Power Africa Empower EAST AND Central imitative (EECA) implementing RTI funded by USAID.
